No. Midoriya didn't have a photo when he came in. Meanwhile, I've only spoken to Gokudera over the phone and its implied multiple functions. Sounded fairly hi-tech, but fingerprint readers aren't that advanced these days. If it hadn't been so long, we would be able to replicate the print and take the collar off that way. Still, going between worlds would complicate that too.
